Answers:
1There are several ways.
If you like painting and you do not have a lot of ground water use Drylock paint on the inside.
If you have a fair amount of water you'll need to get a hold of a basement contractor. They have several different methods from french drains to collect the water on the inside to injecting the ground outside the structure with clay pellets. This is by far the most superior method and also the costliest.
It is also good to be sure the exterior landscaping is directing water away from the house with grading and downspouts. If necessary you may need drain tile installed around the exterior of the house.
Once you have eliminated the bulk of the water, a dehumidifier will dry up the basement, but I recommend a radon system be installed, not to remove radon, but water vapor. They are both soil gas and the radon system will cost more up front, but only cost a few dollars in electricity per year as opposed to the dehumidifier.
