vapour barrier in basements



What is the best and code acceptable way to vapor barrier the concrete walls of the basement. ( Canadian Code for Building ) Does one have to continuously seal the platic to the walls just above ground level grade and then cut slits into the plastic or can you put adhesive intermittently along the top inside of insulated wall vapour barrier. Which is correct or smarter?
