the drain to the city drain is not plugged could a old creek bed that has been rerouted years ago.Could it have found its old route again ,because the amount of water coming in is unreal, with no rain coming down.

Maybe your home has water in the soil around the home after the rain or melt of snow which is above the location of entrance into your basement. Make sure your downspouts from your evetroughs are several feet from your home, maybe your weeping tile around your footings are damaged or clogged.
