does an upflush toilet in the basement classify as a complete bathroom?

If i install a saniflush system in my basement, the type with a grinder and pump to pump up to the discharge line is this a temporary bathroom or is it classed as a permenent 1/2 bath.

The presence of a shower or bathtub would make it a complete bathroom. Whether it is an upflush or a regular toilet dosen't matter. Without the shower/bath it is considered a 1/2 bath.
